As reported by CBR:

Director Sam Raimi talked to Superhero Hype about plans for the next web-spinning sequel. " I know how quickly things turn in Hollywood and after the third, that will be it ... I'm not supposed to tell and in fact, I can't tell you cause I'm still figuring it out. I don't exactly know." Raimi is plotting the film with his brother, and looking for the "best in the business" to come in and handle the script, naming Alvin Sargeant and Michael Chabon as possibilities.
I'm hearing whisperings of Thomas Hayden Church cast as the villain Sandman for the third film - can anyone verify this?

I've heard those very same rumblings myself. Personally, I like this bit of casting and will be very glad if they do go this route as opposed to the "easy money" path of having Venom be the big bad for the next film.

I like Venom and all, but his over exposed status from the late nineties makes me wish that Marvel would realize that there can definately be too much of a good thing. Sandman is a much more classic villain that has always been a favorite of mine. I say bring it on Raimi...let me see what you got!
I was very surprised to hear those things actually. One would think (or even place odds) that the villain would be the son of the Green Goblin, or Lizard or Venom who have both been hinted at in the first two movies.
